Truancy and tardy ticket policy

Coming from someone who knows what it’s like being followed around by trackers, it is not good. I get they are trying to do their best to get students to get to class on time, but when they go around handing out five dollar fines to every student in the hall and they don’t talk to you, you don’t get to explain what your doing. You just get the fine and that’s that. Most staff or administrators don’t believe the fact the some of their own staff have issues with students of different color and or race. What I don’t understand is that the administrators want to get their students to be on time. But why only enforce the fine tickets on certain days? Why only twice a day, why only sometimes once a week? Why only try to get them to class on one day and not enforce the same new policy every day? I guess I have a lot of questions.
